SAN JOSE, Calif.
ON a recent sunny Sunday morning, Michael M. Honda was kicking back at his 90-year-old mother’s house here, some green tea and rice crackers within arm’s reach. She was off to church, and his younger brother had dropped by to fix the plumbing.
“Oh yeah, I ran across a buddy of yours — he says he golfs with you — a big-set hakujin guy,” Mr. Honda told his brother, using the Japanese word for Caucasian.
Mr. Honda, a Democratic congressman and third-generation Japanese-American, was wrapping up a weekend visit to his district here in Silicon Valley. After attending an event at a local high school, he would fly back to Washington, where his resolution calling on the Japanese government to unequivocally acknowledge its history of wartime sex slavery and apologize for it was steadily gaining co-sponsors.
The resolution was also drawing sometimes surprising reaction in , making Mr. Honda one of the most famous American congressmen in his ancestral land and riling Japan’s conservatives. They have accused a bemused Mr. Honda, 65, of being an agent of a Chinese government bent on humiliating Japan on American soil. During one television interview, an announcer asked Mr. Honda how he could back such a resolution when he has a Japanese face.
“I told her I could have a black face, a brown face, a white face — I could be Mexican, I could be Indian — it doesn’t matter,” Mr. Honda recalled.
He said he saw the resolution, which has received strong backing from Korean-American groups, as an affirmation of universal human rights. His foes in Japan view it through the prism of Northeast Asia’s stark divisions.
The House Committee on Foreign Affairs, led by Representative Tom Lantos, a Democrat from California, is expected to vote on the resolution later in May. Mr. Lantos supported a similar resolution, sponsored by Lane Evans, an Illinois Democrat who was forced to retire last year because of Parkinson’s disease, that wilted in the Republican-controlled Congress.
Although the resolution is not binding, the Japanese government, with the support of the Bush administration, has lobbied fiercely against it. The resolution drew little attention until Prime Minister , who has long pressed a revisionist view of Japan’s wartime history, denied that the Japanese military had coerced women into sex slavery, causing furor in the rest of Asia and the United States.
During his recent visit to Washington, Mr. Abe told House leaders and President Bush in carefully calculated language that he apologized for Japan’s history with the women, known euphemistically as comfort women, but he did not take back his initial denial. A news conference with Mr. Bush culminated in an odd moment when the president said he accepted Mr. Abe’s apology.
The apology, Mr. Honda said, was not Mr. Bush’s to accept.
MR. HONDA’S grandparents came from Kumamoto, a prefecture in southwestern Japan, in the early 1900s, part of the first wave of Japanese immigrants to the United States. His mother, Fusako, was born in San Jose’s Japantown in 1916 and grew up there. His father, Giichi, was also born and raised in California, but spent some years living in Tokyo.
After the outbreak of war between the United States and Japan in 1941, his family, like other Japanese-Americans, was sent to an internment camp in Colorado. They spent a total of 14 months there — an experience that would later influence Mr. Honda’s politics.
“It taught me that if governments make mistakes, they should apologize,” he said.
The family returned to San Jose a few years after the end of the war. At home, the father spoke in English to Mr. Honda and his younger brother and sister; his mother addressed them in Japanese. To this day, Mr. Honda has retained the habit of sprinkling his English with some Japanese words when he speaks with relatives or Japanese-Americans. Japanese food was served at home.
“The only American food I remember eating was Spam,” he said.
His parents struggled, working as strawberry sharecroppers, though his father eventually found more stable employment in the post office. His mother cleaned houses.
“As I went into politics, people would say, ‘I know you from someplace,’ because I used to go pick up my mom from different places,” Mr. Honda said. “All the places she would clean were homes of prominent people. 1 /n /n

Casserole of Lamb and Mushrooms
Any lean lamb may be used in this casserole, but knuckles are my choice because they have a few bones, which add to the flavour, and very little fat, and become tender with slow simmering.
Ingredients
25ml oil
1kg lamb knuckles in 2,5cm slices
Salt and milled black pepper
1 large onion, chopped
2 cloves garlic, crushed
300g mushrooms, wiped and sliced
1 sprig fresh rosemary needles, chopped
35ml flour
250ml seasoned stock
100ml red wine
5ml Worcester sauce
25ml tomato paste
1 bay leaf
Method
Heat oil and brown lamb slices on both sides, then remove to baking dish and season. To pan drippings add onion, garlic, mushrooms and rosemary. Fry over low heat until soft and beginning to brown, then combine with meat in baking dish. Add a nut of butter to pan, if necessary, then stir in flour. Cook 1 minute, stirring, then slowly add stock and wine. When thickened add Worcester sauce, tomato paste, bay leaf and a good pinch sugar. Stir well and then pour over meat and mushrooms. Cover and bake at 180ºC for 1 hour. Remove from oven and stir to mix meat with the gravy. Reduce heat to 160ºC and continue baking, covered, until meat is very tender. Adjust seasoning, remove bay leaf, and ladle over portions of rice. Baked pumpkin and green peas make good, old-fashioned accompaniments. Serves 4.
Crumbed Lamb Chops with Herbs
Dipped in yoghurt and herbs, crumbed and then slowly baked until tender, this is a delicious way of preparing loin or thick rib lamb chops.
Ingredients
1kg chops
200ml plain drinking yoghurt or buttermilk
5ml dried thyme
5ml dried marjoram
10ml garlic salt
10ml prepared mustard
375ml toasted crumbs or 6 wholewheat breakfast biscuits, crushed
Method
Trim chops of excess fat. Mix remaining ingredients, except crumbs. Coat chops with yoghurt mixture, then roll in crumbs, patting on firmly. Chill for at least 2 hours to set crumbs. To bake, preheat oven to 160ºC. Brush one large or two medium shallow baking dishes with oil and heat for 5 minutes in oven. Turn chops once in hot oil, then cover and bake for 45 minutes. Uncover and bake for a further 30 minutes or until browned and tender. A potato and onion casserole goes well with this dish. Serves 6.

Today, tea is produced in over 40 countries and consumed in scores more. Yet, the flavors of this exquisite drink was unknown to the majority of the world till the late 19th Century when it started to be exported on a mass scale from its birthplace, China. Nearly, ninety percent of the world's tea production comes from Asia and all the tea bushes around the world have their origins, either directly or indirectly, in China. Almost all the major tea producing nations have their own unique methods to process the tea leaves. Tea leaves which have been processed using methods practiced in Mainland China are known as Chinese tea.
The discovery of Chinese tea is an interesting one. The story as it goes in China is that Emperor Shen Nung in 2737 B.C. went on a long trip. When he stopped to rest, a servant went to get him boiling water. From a wild tea bush, a dead leaf fell into the pot of boiling water. Unnoticed to the eyes of the servant, it was presented to the Emperor who drank it and found the drink to be very refreshing. And thus, tea was born!
Then, as time progressed, so did a transition take place in the production of Chinese tea. The earliest mention of widespread drinking of tea in China was during the Tang Dynasty (618-907 A.D.). Then Chinese tea was processed in a way which many would find unbelievable today. Tea leaves were plucked, dried and then compressed in the form of cakes. The tea leaves in this dried cake form were then ground in stone mortars. The powdered cakes were in boiled in earthenware vessels and consumed as a hot beverage.
Later, during the Song Dynasty (960-1279 A.D.), the method to process Chinese tea underwent a change. During this period, the tea leaves were plucked, steam dried immediately and then ground to a fine powder. This powder was immediately put into wide bowls. The beverage resulting from this powder was iridescent white in color and highly regarded by the Song Court. Chinese tea during this period was mainly white tea and new varieties such as the 'Silver Silk Water Sprout' and 'Palace Jade Sprout' were developed by Emperor Huizong.
For decades, the process of steaming was the primary method of preparation of Chinese tea. However, during the fourteenth century, the method of producing Chinese tea underwent another transition. The tea leaves were roasted and allowed to crumble, rather than being steamed. This was the origin of modern day loose teas. However, what prompted this change on a mass scale was a decree by the Ming court in 1391 that only loose tea was to be accepted as tribute.
The processing of Chinese tea developed vastly in the seventeenth century. A process, known as 'fermentation' was introduced. Though technically, this process was not 'fermentation', but rather an enzymatic oxidation of the tea leaves. This process could be manipulated to get the desired result by changing the rate of drying or steaming the leaves. In fact, in southern China, the leaves were sun dried and half fermented to produce Oolongs. Further development of Chinese tea led to the production of present day white tea in 1796 during the Qing Dynasty. Finally, mass export of Chinese tea started in 1891, with the export of the Silver Needle.
Today, the consumption of Chinese tea is prevalent in most parts of the world. Chinese green tea is the more popular one in the Americas, though the consumption of white tea is increasing at a fast pace, especially after studies detailing its health benefits have been published. Who could have thought that the wild leaf discovered unintentionally more than 4000 years ago would become one of the most popular beverages of all time!
